Every great movement begins with a powerful purpose—and the Single Mothers’ Conference is no exception. Behind the scenes is a dynamic committee of individuals and allies united by a shared mission: to empower single mothers through encouragement, engagement and education while sharing experiences with and learning from fellow single mothers.
Our committee brings together passionate leaders, community advocates, and dedicated professionals who believe in creating spaces where single mothers can thrive—personally, professionally, and emotionally. Each member contributes unique expertise, compassion, and vision to ensure that every detail of this conference inspires transformation and connection.

Executive Committee
Conference Chair Guillermina Rios is a values-driven leader with over 20 years of experience advancing equity, inclusion, and community impact. As the Association Director of Social Impact at the YMCA of Greater Brandywine, she leads county-wide initiatives that strengthen communities through mission-driven collaboration.
Since 2015, Guillermina has served in multiple leadership roles at the YMCA and trains nationally for YMCA of the USA on inclusion-focused workshops. She serves on several local boards and committees, including the West Chester Food Cupboard, The Fund for Women and Girls, the Chester County Women’s Commission, and the Chester County Community Collaborative. Guillermina holds a Diversity and Inclusion certification from Penn State and is pursuing a degree in Organizational Leadership. Her mission is to help others see the world through diverse lenses and create inclusive communities where all voices are valued.


Matrie is one of the Co-Founders of the Chester County Single Mothers’ Conference and a Co-founder and President of Chester County Community Collaborative. A passionate advocate for women, she currently works as a Director of Programs for a Chester County nonprofit that assists single women and single mothers with housing and other supportive services. Matrie resides in Chester County.
Joyce Lacy became the volunteer Treasurer of the Board of Directors of The Chester County Community Collaborative upon its inception in 2020, responsible for multiple administrative and development functions to ensure the financial viability and integrity of the Single Mothers’ Conference. She has been involved in planning and staffing the Chester County Single Mothers’ Conference since 2013. She is a member of P.E.O., an international Philanthropic Educational Organization that motivates, educates, and celebrates women around the world through scholarships and other support.

2026 Planning Committee

Ann the Chair, Belinda Harrison Award and Building Ambassadors Committees, is one of the original members of the Single Mothers’ Conference Team, which was first held in 2012. She has worked on planning committees for Chester County efforts on Hunger & Homelessness Awareness, Family Promise of Southern Chester County, and is the past president/a current chapter leader for Joseph’s People, Inc., a nonprofit supporting the Unemployed/Underemployed throughout the Philadelphia area. She is the HUD Coordinator for Luther House in Southern Chester County.
Ann is extremely active in her community, including working for over 25 years with the Avon Grove Christmas Basket Program, the Community New Garment Association, and working at local election polls. She holds a B.S. degree from the Pennsylvania State University in Education and Communications, and is a single mother of three children who also give back to the community.
